The project, however, actually resulted in cascading layers of human displacement, violence, and environmental destruction. Its electricity benefited few Mozambicans, even after the former guerrillas of FRELIMO (Frente de Libertao de Moambique) came to power; instead, it fed industrialization in apartheid South Africa.
