The discussion of this material on government and administration in the Japanese Empire is contained in eleven chapters. The first chapter is a short introduction. The material covered in Chapters II to X inclusive constitute an analysis and discussion of all of the institutions and bodies of Japanese government. Chapter XI is entitled "Wartime Changes in Governmental Administration" and gives the important alterations in Japanese government dating from the China Incident of July 1937. Special attention however is directed to Appendices A, B, and C which are a digest of Japanese governmental administration written from a civil affairs point of view. Appendix A is a short statement of Japanese governmental history prior to the Tokugawa Period. Appendix B is a statement of administrative developments in the Tokugawa Period. Many of the forms and practices existing in Japan today are immediate outgrowths of the Tokugawa Administration or Bakufu. Appendix C is an explanation of the actions of the leaders of the Meiji Restoration or Meiji Ishin during the formative years from 1868-1889 before the Imperial Constitution was instituted.
