This report compares the effectiveness of providing assistance under the Congregate Housing Services program (CHSP) and the HOPE for Elderly Independence Demonstration (HOPE IV) program as requested in the 1990 Cranston-Gonzalez National Affordable Housing Act (Public Law 101-625).
