This report regarding the consent decree entered into by the Pittsburgh Bureau of Police is derived from two research reports developed by the Vera Institute of Justice and funded by the COPS Office. These studies aimed to understand whether procedures implemented during the consent decree continued after the decree was lifted. Vera researchers studied the Pittsburgh Police Bureau during the fifth year of the decree and 6 months after it had been lifted and continued to examine policing in Pittsburgh for an additional year. What emerges is a picture of how the Pittsburgh Police Bureau responded to the consent decree and the extent to which changes made under the decree have been institutionalized.
