About the Author Dr. Harlin was born and grew up in Texas. He served in World War II in the U.S. Army Air Corps and the infantry in the European Theater. He earned B.S. and M.S, degrees in Civil Engineering from Texas A & M University and the Sc.D. in Environmental Engineering from Washington University, St. Louis, MO. He held teaching positions in the Civil Engineering Departments of the University of Alabama and the University of Wisconsin. The last 30 years of his professional career were in research with the U.S, Environmental Protection Agency. Since retiring, Dr. Harlin, his wife Mary, and their Schnauzer, Hannah, have lived in Myrtle Beach, SC.
